Attar Singh had served 18 years in the force when he was suddenly dismissed without reference to an anonymous publication attacking him.

The charge against him Attar Singh believes to be that he had apparently years previously given one Dalocha 50 dollars as a loan.

Attar Singh denies this and says the loan was given by one Ganda Singh, servant of the opium contractor.

On 3d: Decr: 1893 Jalocha was suddenly confronted with Attar Singh when the former before Captain May, the Commanding Officer of Attar Singh made a statement involving this charge against the latter.

Attar Singh has no copy of the charge and no copy of this evidence but alleges the evidence was given by Dalocha with manifest prevarication.

Attar Singh was suspended from office.

The same evening Ganda Singh admitted having given the loan to Dalocha adding that the loan had been repaid to him six months previously before witnesses.

On the 10th: Decr: Attar Singh was told that he had been dismissed by the Governor of Hong Kong.

Attar Singh took immediate action to defend himself and submitted petitions, dated respectively 12th: March and 24th: April 1897, to the Governor.

It is not known whether these two petitions were forwarded to H.M.'s Secretary of State for the Colonies.
